Palestinian Authority forms 'central operation rooms' to deal with snowstorm

The Palestinian Authority on Thursday formed several “central operation rooms” in the West Bank to deal with the snowstorm.

The PA also urged Palestinians to remain indoors and avoid driving their vehicles in the snow.

Municipality and Civil Defense workers were put on high alert and hospitals beefed up their medical staff in anticipation of the snowstorm.

The PA said that its emergency teams were also ready to open all major roads that could be blocked by the snow.

Flooding hits BiH

Flooding hit the Sarajevo area of Bosnia and Herzegovina (BiH) on Monday due to persistent rain over the weekend.

Some homes were flooded in the suburbs of Sarajevo, the capital of BiH, with dozens of people evacuated. There were also several landslides and some roads closed.

There were no reports of casualties. Local governments put their civil protection forces on alert as the rain continued on Monday in Sarajevo Canton.

The Balkan state has not recovered from the huge flooding in May, 2014, the worst in some 120 years, with dozens killed and large areas submerged underwater.

Fausse alerte à l'ISS

Les astronautes américains retourneront probablement dans leur segment de la Station spatiale internationale dès mercredi soir (heure de Moscou), a dit à RIA Novosti Sean Fuller, directeur des programmes des vols pilotés de la NASA en Russie.
« L’équipe américaine se trouve en ce moment dans le segment russe et retournera probablement dans son segment dès ce soir ou demain matin », a précisé Fuller.

Selon lui, le segment russe est bien pourvu en eau et vivres et ses conditions sanitaires permettent à tous les 6 membres de l’équipage de se sentir à l’aise.

Auparavant, le centre de contrôle des vols de la NASA à Houston a fait savoir qu’il n’y avait pas de fuite d’ammoniac et que l’incident n’était qu’une fausse alerte. Un responsable de la NASA a précisé que l’alerte aurait pu être déclenchée par un saut de pression, la panne d’un capteur ou la défaillance du système informatique.

Les spationautes russes Alexandre Samoukoutiaev, Anton Chakplerov et Elena Serova, les Américains Barry Willmore (commandant de bord) et Terry Werst de même que Samantha Christoforetti de l’Agence spatiale européenne, sont actuellement de quart à l’ISS.

UK braced for 'weather bomb'

 The UK is preparing to be hit by a "weather bomb" with freezing winds of up to 130 kilometers an hour and giant waves causing disruption to travel and power supplies.

The Met Office issued alerts on Wednesday as the deep, low-pressure system headed for the country.

Ferry and rail journeys were cancelled in parts of Scotland due to high winds and large waves hitting the coastline while schools in the Highlands and Western Isles were shut down.

In the Western Isles, 17,000 homes suffered a power cut as lightning struck electricity facilities early on Wednesday morning.

Storm warnings were also issued for Thursday across Britain by weather forecasters, with travelers being warned they would face major disruption.

Several flood warnings were issued across Scotland

Amber "be prepared" alerts were issued by the Met Office for western Scotland, the Highlands, Northern Ireland, Orkney and Shetland and Strathclyde regions.

Yellow "be aware" weather warnings were applied to England's South East, South West, North East, North West, Yorkshire and Humber and northern Wales.

Referred to by meteorologists as a " weather bomb", deep, low-pressureweather systems known as cyclogenisis are known for their severe effects wrought by freezing, strong winds.

China on yellow alert for blizzards

China's weather observatory on Sunday issued a yellow alert for heavy snow that is to hit the country's northeast provinces.

The National Meteorological Center (NMC) forecasted that heavy snow will freeze Heilongjiang, Jilin and Liaoning provinces until Monday afternoon and some of the regions will see blizzards.

The NMC advised residents to stay indoors and asked local authorities to brace for the heavy snow.

China has a four-tier color-coded weather warning system, with red representing the most severe weather, followed by orange, yellow and blue.

Mediterranean, North Atlantic prepares for UN-backed tsunami warning system test -- (Simulations will be carried out between 28 and 30 October)

UN, 23 October 2014 – Some 20 nations with coastlines on the North Atlantic, and Mediterranean and Black Seas are set to participate in a United Nations-supervised tsunami warning exercise to improve their ability to respond to an alert and enhance regional coordination in the event of a disaster.

In a press statement released today, the UN Educational, Scientific and Cultural Organization (UNESCO) – the body coordinating the warning test since its first implementation in 2005 – reported that four tsunami simulations will be carried out between 28 and 30 October in an effort to assess the overall reactivity of countries participating in the Tsunami Early Warning and Mitigation System for the North-eastern Atlantic, the Mediterranean and connected seas (NEAMTWS).

Although tsunamis are not as frequent an occurrence in this area of the globe as they are in the Pacific Ocean, the shores of the Mediterranean and North Atlantic are densely populated prompting concern that tsunami shockwaves could strike and cause widespread damage and fatalities. In 1755, for instance, a tsunami caused by an earthquake in the Azores-Gibraltar Fault Zone destroyed Lisbon, the capital of Portugal. 

Another devastating tsunami swept over Messina, Italy in 1908, claiming tens of thousands of lives. And, more recently, in 2003, an earthquake in Algeria set off a tsunami that struck the shores of Spain's Balearic Islands and the southern coast of France. 

UNESCO noted that due to the short distances they travel in small bodies of water such as the Mediterranean, tsunami occurrences there strike shores with “great speed.”
According to the UN body, the upcoming exercise, named NEAMWave14, is based on a scenario in which four earthquakes unleash two tsunami events in the Mediterranean, one in the Atlantic Ocean, and one in the Black Sea. 

The Kandilli Observatory and Earthquake Research Institute in Turkey, the National Tsunami Alert Centre in France, the National Observatory of Athens in Greece and the Portuguese Sea and Atmosphere Institute, will send out the alerts, kick-starting the exercise, which set to involve a wide range of countries, including Croatia, Cyprus, Egypt, Finland, France, Greece, Ireland, Israel, Italy, Lebanon, Malta, Monaco, Morocco, Portugal, Romania, Russia, Spain, Sweden, Turkey, and the United Kingdom. 

“The exercise will be an opportunity to test the efficiency of the communication systems in charge of transmitting tsunami alerts and, in some countries, to ensure that the authorities in charge of public safety are prepared to face such a threat,” UNESCO explained in its press release. 

NEAMTWS is one of four regional systems which are coordinated by UNESCO's Intergovernmental Oceanographic Commission (IOC) globally. Similar systems already exist for the Pacific and Indian oceans and for the Caribbean.

Orange typhoon alert issued in China. (Typhoon Vongfong generates giant waves)

China's marine forecast station on Sunday issued an orange alert as a powerful typhoon generates giant waves.

Waves up to nine meters have been seen in the East China Sea under the influence of the typhoon Vongfong and a strong cold front coming from west China, said the station.

According to the forecast, waves up to 10 meters high will form in the East China Sea and the Diaoyu Islands will see waves as high as six meters on Sunday night and Monday.

Waves will be seen off the coast of Zhejiang, Jiangsu, Fujian, Shanghai, Liaoning, Hebei, Tianjin and Shandong, the center said, warning vessels operating in the waters to take precautions.

China has a four-tier color-coded weather warning system, with red representing the most severe warning, followed by orange, yellow and blue.

Japan issues highest alert as typhoon Neoguri approaches Okinawa (one of the worst storms in decades)

Japan’s weather agency on Monday issued its highest alert as super typhoon Neoguri barreled toward the southern Okinawa island chain, warning of violent winds and towering waves from what could be one of the worst storms in decades.

The typhoon warning—the first since a new system began last August—means that the storm poses a threat to life and could inflict massive damage from gusts up to 270 kilometers per hour and torrential rain.

Waves could reach as high as 14 meters, the Japan Meteorological Agency said in a warning that was likely to stoke memories of Japan’s quake-tsunami disaster in 2011.

The alert was aimed at Miyako island in the center of the archipelago, with the massive storm expected to hit more populated areas of Okinawa on Tuesday.
“Please stay alert against violent winds and high waves,” the weather agency said in a brief statement that accompanied the emergency warning.
  • Earlier, officials warned residents in the area to stay indoors, while the biggest US Air Force base in the Pacific evacuated some of its aircraft.
The massive gusts and torrential rain will possibly reach mainland Japan by Wednesday, the weather agency said earlier Monday.

The typhoon was located some 600 kilometers south of Okinawa’s main island at 6 p.m. and was moving north northwest at 25 kilometers (16 miles) per hour.

“Please be vigilant, stay inside buildings and avoid working outside and making unnecessary trips,” a meteorological agency official said at a press briefing.

The official warned that the storm could pack “record level” winds and stir up high waves.

“It is likely to arrive in Okinawa Tuesday morning, generating violent gales and high waves… and, in some areas, violent rains,” he said. “Please be ready to evacuate.”

The meteorological agency forecast Neoguri would dump up to 80 millimeters of rain an hour on Okinawa as it pounds the archipelago.

The storm, which could affect an area with a 500-kilometer radius, was expected to be downgraded by the time it hit the Japanese mainland.

However, southern Kyushu region is already seeing heavy rains and officials warned of possible floods and landslides.

“I’m calling on the heads of municipalities not to hesitate in issuing evacuation warnings and don’t be afraid of being overcautious,” Keiji Furuya, the state minister in charge of disaster management, told a government meeting.

The U.S. Kadena Air Force base in Okinawa, the largest U.S. airbase in the Pacific, began evacuating some of its aircraft Sunday in preparation for the typhoon.

“I can’t stress enough how dangerous this typhoon may be when it hits Okinawa,” Commander James Hecker of the 18th Wing stationed in Kadena said in a statement posted online.

“This is the most powerful typhoon forecast to hit the island in 15 years; we expect damaging winds to arrive by early Tuesday morning.

“So be prepared!” Hecker said. “Tie down your outdoor items and work with your neighbors to help them.”

He added: “During the typhoon, do not go outside… Anything not tied down, even small items, could become deadly projectiles.”

Okinawa is regularly hit by typhoons but islanders were taking no chances, with fishermen on Miyako island bringing boats back to port and tying them down with ropes.

“It’s rare that we brace for a typhoon (as early as) July,” a Miyako fisherman said in television footage from public broadcaster NHK.

Measures taken to tackle heavy air pollution in N. China

Efforts are being made in northern China to tackle the dense smog affecting the region, after weather authorities issued a yellow air pollution alert on Saturday.

Beijing, Tianjin Municipalities and parts of Hebei province have been choking under a blanket of heavy air pollution since Thursday. To curb emissions, Hebei has slowed down certain projects under construction, while all surface mines and open quarries have been closed. The province also plans to tear down a number of steel and iron production facilities.

In the capital Beijing, the construction of new metro line has been halted. According to weather authorities, this round of heavy pollution will last until next Thursday.

Beijing issues rare air pollution alert

When the air gets really bad, Beijing says it has an emergency plan to yank half the city's cars off the road. The only problem is: It may be difficult to ever set that plan in motion.
A rare alert issued Friday was an "orange" one, the second-highest in the four levels of urgency. It prompted health advisories, bans on barbeques, fireworks and demolition work, but no order to pull cars from the streets.
Beijing's alert system requires a forecast of three days in a row of severe pollution for the highest level.

Ma Jun of the non-governmental Institute of Public and Environmental Affairs in Beijing said the government is reluctant to adopt the most disruptive measures, because it would be nearly impossible to notify all drivers of the rules.
